Temperature Controler For Incubator

I want to create a controller with a temperature sensor LM35, ATMEL, 3-digit LED 7 SEGMENT (xx, x).
Output: - Heater
- Exhaust Fans (if temp> 39 C)
- Alarm Low Temp (if temp under 35 C)
- Alarm Over Temp (if temp more than 39 C)
Note : - Temp range 30 - 40 C
- Hysteresis 0,1 - 1,0 C
